TRAINING ON HEALTH AND SAFETY AT WORKPLACE: STATE-REGIONS AGREEMENT IS NOW IN FORCE
The Agreement “aimed at identifying the duration and minimum content of training courses” on health and safety at work by the Permanent Conference for Relations between the State, the Regions and the Autonomous Provinces of Trento and Bolzano (known as the State-Regions Conference) was definitively approved on 17 April 2025 and published in the Official Gazette of the Italian Republic – thus entering into force – on 24 May 2025.
In application of Article 37(2) of the Consolidated Law on Safety (Legislative Decree 81/2008), the agreement defines the duration, content and methods of such training courses, thereby repealing and harmonizing the previous regulatory sources on the matter.
The main changes concern:
- methods of setting, teaching and monitoring courses, as well as assessing learning;
- specific requirements for trainers;
- mandatory training courses for employers and managers, as well as for supervisors (who are still required to attend the general and specific training courses provided for all workers);
- obligation to complete training for new recruits before they start work;
- additional “construction site” training module reserved for employers of contractors operating on temporary and mobile construction sites;
- specific regulations for the training of workers, employers and self-employed persons working in environments suspected of pollution or confined spaces, as well as those who use specific equipment.
