POINTS-BASED LICENSE PLATFORM: THE OPERATING MANUAL BY THE NATIONAL LABOR INSPECTORATE IS AVAILABLE ONLINE

On 28 July 2025, the Italian National Labor Inspectorate (INL) published on its website (section “Documenti e Normativa” – area “Note e pareri") the “Operating Manual for the management of the Points-based Credit Licence (PaC) platform”, which aims to provide companies and self-employed workers operating on temporary or mobile construction sites with a comprehensive and detailed guide to use this platform, which operates in accordance with Article 27 of Legislative Decree 81/2008 and Ministerial Decree No. 132 of 18 September 2024.

Specifically, after explaining how to access the PaC platform exclusively with a digital identity, the manual provides a practical description – including screenshots – of all the IT procedures and functions that can be performed through the online services (“interconnected applications”) that constitute the PaC platform, namely:

  • Legal Representative/Owner Certification (with automatic verification of official data);
  • Delegation Management (allowing certified users to authorize third parties to operate within INL systems);
  • Application for the Credit-Based License and Additional Requirements (to request the Credit License and manage additional conditions for increasing the score);
  • Credit-Based License Visualization;
  • Credit-Based License Visualization – access granted to license holders and authorized delegates.

The manual also points out mandatory and additional requirements.

Finally, the INL concludes the document with a technical glossary and a series of new operational FAQs – and related answers – concerning the PaC platform.
