NCBA FOR STAFF LEASING AGENCIES: THE MAIN NEWS OF THE RENEWAL
On 18 March 2025, the trade unions (Felsa - CISL, NIdiL - CGIL and UILTemp) positively dissolved the reservation on the hypothesis of an agreement for the renewal of the National Collective Bargaining Agreement (NCBA) for staff leasing agencies that had been reached with Assolavoro on 3 February 2025 after approximately two years of negotiations.
The NCBA as renewed has therefore become effective.
The renewal, which now affects about 1 million workers, emphasizes professional training, health welfare and social dialogue through:
- the regulation of the use of Formatemp fund resources dedicated to training;
- the enhancement of health care and insurance measures;
- the strengthening of the dialogue between Assolavoro and trade union representatives in order to improve the quality of industrial relations.
Among other things, it also provides for revisions to the guaranteed number of hours (so-called “MOG”), a multiple outplacement procedure that can be activated in the event of an expected interruption and/or non-renewal of assignments with the same user of a large number of contract workers, a new contribution rate for financing the Bilateral Solidarity Fund, measures for the benefit of pregnant women and working mothers, some changes to the disciplines of the probationary period and notice period for fixed-term contracts, and finally an increase in the availability allowance and other protections for permanent workers.
