CLIMATE EMERGENCIES: THE “HEAT PROTOCOL” TO CONTAIN RISKS AT WORK
On 2 July 2025, the “Framework Protocol for the Adoption of Measures to Mitigate Occupational Risks Related to Climate Emergencies in the Workplace” (so-called “heat protocol”) was signed at the Ministry of Labor and Social Policies and is now open for signature by all social partners wishing to adhere to it. Its text is expected to be implemented soon through a specific ministerial decree.
The aim of the protocol is to prevent accidents, occupational diseases, events and conditions of malaise at work related to extreme weather, allowing production activities to continue in healthy and safe conditions. In addition, the protocol aims to promote initiatives – including contractual ones – already undertaken at national level by trade associations, local authorities or companies, as well as to become a point of reference for any measures adopted by local administrations.
Specifically, the protocol provides a framework of good practices and measures for prevention, organization and protection in relation to the following four areas of particular relevance:
- information and training (including through preventive monitoring of weather conditions);
- health surveillance (through targeted visits for the most vulnerable or exposed workers);
- clothing, garments and personal protective equipment (they should be both suitable for high temperatures and functional for safety at work);
- reorganization of shifts and working hours (especially to avoid the hottest times of day).
Consequently, the preparation of safety and coordination plans identifying adequately equipped refreshment areas, the provision of access to shade and the implementation of smart working if possible are also explicitly encouraged.
