FOREIGN WORKERS AND IMMIGRATION MANAGEMENT: “DECRETO FLUSSI” IS NOW IN FORCE
On 4 October 2025, Decree-Law No. 957 of 3 October 2025 concerning urgent provisions on the regular entry of foreign workers and citizens, as well as the management of migration (known as “Decreto flussi”) came into force. It has therefore been sent to Parliament for conversion into law.
The Decree Law not only introduces new provisions on this matter but also consolidates and harmonizes certain existing provisions.
Among the main new features, the text includes:
- with regard to procedures for the entry and recruitment of foreign workers (including seasonal workers), the implementation of electronic pre-completion of applications for work permits and a limit of n. 3 applications for permits by employers as private users, as well as specific methods for verifying the accuracy of the latter's declarations;
- the explicit possibility of regularly employing foreign citizens even while the conversion of their residence permit is ongoing, as well as while they are awaiting the initial issue or renewal of such a document;
- the extension to 1 year and harmonization of the duration of “special” residence permits issued to all victims of labor exploitation, trafficking, domestic violence and illegal brokering, who will be eligible for the Inclusion Allowance;
- the three-yearly frequency of the ministerial decree relating to the quota of young foreigners who can participate in voluntary programs of general interest and social utility;
- the extension of the deadline for issuing authorization to 150 days from the date of application for family reunification, in line with EU legislation;
- the stabilization of the working group for the definition of a new strategy to combat illegal hiring and labor exploitation in agriculture (so-called “Tavolo Caporalato”) and the possibility for civilly recognized religious bodies to participate in it.
In addition, for the three-year period 2026–2028, the legislation confirms an annual quota of 10,000 entries outside the quota system established by the “decreto flussi” for foreign workers employed in the care of persons with disabilities or individuals over eighty years of age.
